Phone, PLB or satellite messenger, signal mirror on Elbrus
Also called: Charged phone, Mirror, Personal locator beacon (PLB)
What it is for
A way to call for help: a charged phone where there is coverage, a satellite messenger or personal locator beacon where there is none, and a mirror to signal. Check the local rules: some countries restrict satellite devices.
What Elbrus asks for
Standard
A charged phone with a local SIM, to call 112 or the rescue service (MChS), and your route registered with the MChS before you go. Do NOT bring a satellite messenger or satellite phone: since 1 May 2026 bringing one into Russia without a state licence is treated as smuggling (Decree 488); check whether it is still in force
⚖Government Decree No. 488 of 29 April 2026, in force from 1 May 2026 for six months, bans the import of radio-electronic devices that transmit to or receive from foreign communication satellites without a decision of the State Radio Frequency Commission, and adds them to the list of strategically important goods, so carrying one in is smuggling under Article 226.1 of the Criminal Code; customs and the FSB enforce it. Satellite phones (Iridium, Inmarsat) are named; an inReach messenger uses Iridium. Garmin lists Russia among the countries that "may regulate or prohibit the use or possession of a satellite communicator". Whether a 406 MHz PLB counts was not checked.
