What Kosciuszko asks for

If you drive in: a park vehicle pass (about A$29 a day in the winter peak, A$17 the rest of the year; free on foot or by bicycle) · the Thredbo chairlift ticket, paid to the resort · for overseas visitors, an Australian visa or ETA
⚖Entering the park by motor vehicle without paying the vehicle fee is an offence (clause 10F: 30 penalty units); "If you ride a bicycle or walk, entry is free." In winter (1 June to 10 October) a two-wheel-drive car must carry snow chains on the signed roads (clause 29).
